Yes there is a glitch with Gantry 5.1.3. We have a ticket outstanding here

in there you will find a workaround for the issue. Also, you can just regress to 5.1.2 and that will fix the issue too.
So the response from RT is, we know about it, we're working on it, we've provided two workarounds, and we'll fix it as fast as we can.

I downloaded and installed the latest CI build (the one that fixes the menu column width issue) and updated my site from Gantry 5.1.2 with it. Everything works well.
However, Joomla Extension Updates still shows Gantry 5.1.3 to install.
I have closed this because the primary issues are resolved with the CI build. The Joomla Extension Update thing is, I guess, minor and will be resolved with the next update to v5.1.4, whenever that occurs.

This is deliberate - whenever you have CI build installed joomla update will always show an "update" to the last official release. If you were to do that update you would actually "downgrade" to the latest official release.
